Electricity Wastage by the Central & Harbour Railway line

I am a regular traveler in local train starting from Thane to Navi Mumbai (Maharashtra). On a regular basis i see the lights in all the local train coaches kept on. Inspite of bright sun light outside, the lights are always kept on resulting in the wastage of electricity. There are places in Maharashtra which have load shedding of almost 7-8 hours on a regular basis, they do not even get lights during the night time and the railway authorities are actually wasting electricity. Is this act justified. I have even given a written compliant on 25th Jan 2012 @ the Airoli station, but to no use. I once tried speaking to the guard on the same, but of no use again. The guard seemed so reluctant of turning the light off is wht surprised me. I tried explaining him on the consequences of such a wastage to which he rudely replied just go and write a complaint. Such act by the authorities should not be spared and appropriate action must be taken on them. I have taken video clippings for almost consecutive 4-5 days displaying the same. I agree the stations in Navi Mumbai are enclosed, so the moment train enters such station lights are required, but this should be kept off the moment train exits the station right. Pls help me on exposing this act and ensuring such loss of electricity should be curtailed.
